The Non-Measured Samples Utility is used to "fill in" regions of the surface that are marked as "non-measured".  The available options are: surface maximum, surface minimum, surface average, and a user-specified height.  Click the OK button to create a new surface with the "filled in" values.  Click the Cancel button to close the dialog without creating a new surface.
